Roy Timpe called the June 8, 2006 meeting of the Maidencreek Township Board of Supervisors to order at 7:50
PM in the Maidencreek Township Municipal Building and asked everyone to rise for the Pledge to the Flag.
POLICE REPORT
Officer Drazenovich reported that Northern Berks Regional Police spent 939.2 patrol hours in Maidencreek,
covered 7524.4 miles and covered 359 assignments while issuing 79 citations for a total of $4,391.05 in fines.
The officer informed residents of a road rage incident that occurred in one of the developments and advised that
if involved in a road rage incident do not try to lose the person by driving around. Instead go to the nearest
police department or park in front of a mini market and blow the horn to gain people's attention. Also, use your
cel phone to call 911 to have an officer meet you in a public place.
Officer Drazenovich was dismissed to his duties.

APPROVAL OF THE MINUTES
A motion was made by Robert Kopfer, seconded by Claude Beaver, to approve the May 11, 2006 meeting
minutes of the Maidencreek Township Board of Supervisors. All members voted, “Aye.” Motion carried.

minutes of the Maidencreek Township Board of Supervisors. All members voted, “Aye.” Motion carried.
A motion was made by Claude Beaver, seconded by Robert Kopfer, to approve the May 17, 2006 special meeting
minutes of the Maidencreek Township Board of Supervisors. All members voted, “Aye.” Motion carried.
ENGINEER’S REPORT
Subdivision Status Checklist
Mr. Unger informed the Board that all plans are current; however, the Village at Summit Crest review period
will expire on July 14, 2006, which is one day after the Board of Supervisors meeting.
A motion was made by Claude Beaver, seconded by Robert Kopfer, to authorize the secretary to contact the
developer for an extension of time for the Village at Summit Crest Annexation Plan and to reject the plan if the
time extension is not received by 7/13/06 on the grounds for failure to comply with the February 3, 2006 Systems
Design Engineering, Inc. review letter. All members voted, "Aye." Motion carried.
Plan Review
Meadowbrook – A letter has been received from Forino Co. requesting the Township accept dedication of certain
roadways in Phase I of the Meadowbrook Development. The Board agreed to accept dedication of the roadways
in September if the developer provides a letter, with language satisfactory to the Township solicitor, that states
that township acceptance of the roadways does not relieve the developer of completion of the outstanding Phase
I improvements. Tom Unger added that the developer must agree to extend the maintenance period on
Gallagher Drive until the last improvement is completed, since all of the construction traffic will use the roadway to
access the development.
Projects
Hoch Road Culvert – Nothing to report.
Act 537 Plan, Phase 2 – Nothing to report.
Community Park Tot Lot Bids – The Chairman signed the contracts, so that work could begin on the project.
Community Park Pavilion Concrete – Mr. Unger reported that the slab is complete as is the grading and the
seeding of the area surrounding the pavilion.
A motion was made by Claude Beaver, seconded by Robert Kopfer, to authorize payment for work on the
Community Park Pavilion, per the engineer's recommendation, to Diversified Construction Inc. in the amount of
$38,115.00. All members voted, "Aye." Motion carried.
Township Building Roof Bid
A motion was made by Claude Beaver, seconded by Robert Kopfer, per the engineer's recommendation, to
award the bid for the municipal building roof work to Rainbow Roofing in the amount of $38,000.00. All members
voted, "Aye." Motion carried.
2006 Road Bids
Mr. Unger reported that the road bids were over the budgeted amounts and after discussion with Keith
Shuman and Diane Hollenbach was recommending that paving work be done to the following roads: Kemmerer
Road, Buena Vista Road, Koller Road, and West Shore Drive. The Township road crew will perform the earth
grading work. The Board tabled the issue for executive session.
385 West Walnut Tree Drive – The property is scheduled to go to Sheriff Sale on Friday.
OPERATIONS REPORT
Summer Help
A motion was made by Robert Kopfer, seconded by Claude Beaver, to offer summer employment to Brett
Von Bergen, Sean Connors, Lori Rothermel and Nate Weiss with Joe Ercoli as an alternate if any of the four
refuse the summer work position. All members voted, "Aye." Motion carried.
Route 222 Task Force
Keith Shuman reported that the Task Force is not related to Penn DOT but is made up of representatives
from the Reading Area Chamber of Commerce, the Berks County Planning Commission, local municipalities and
the Kutztown Area Chamber of Commerce. The group wants to keep Penn DOT focused on the Route 222 North
Corridor. An economic and environmental impact study must be performed. Nine million dollars in funding will be
received over the next three years for these studies. After the studies are complete, final engineering and
construction would occur but it will be ten years before a rock is moved. If the study sits too long without
construction, the whole process must start again. There will be public meetings and the Task Force is looking for
community involvement. They will be sending a mission statement and sample resolutions that they would like the
Township to adopt.

SOLICITOR’S REPORT
Melrose Place – The solicitor presented the improvements agreements for Melrose Place Subdivision and Land
Development Plan for signature. The Board agreed to accept the letter of credit with the language as is.
A motion was made by Claude Beaver, seconded by Robert Kopfer, to authorize the Board to sign the
Melrose Place Improvements Agreement and authorized the release of the plan once all conditions were met. All
members voted, "Aye." Motion carried.
Cable Franchise Law – A new Bill is being proposed in Harrisburg to allow telecommunications carriers to provide
cable service in Pennsylvania. This law may result in a loss of franchise fees for the local government and
transfer regulation, revenue and control of cable service to the State and Federal Government. The Supervisors
did not wish to sign a resolution that discouraged the State Representatives and Senators from voting for the Bill.
Ordinance 205 County Uniform Construction Code Appeals Board
A motion was made by Claude Beaver, seconded by Robert Kopfer, to adopt Ordinance 205 allowing
Maidencreek Township to join the Berks County Uniform Construction Code Appeals Board. All members voted,
"Aye." Motion carried.
Buy Rite Liquidators – Bob Fies presented a plan for Buy Rite Liquidators to change the storm water and add a
parking area at the store, since the store does not have enough parking. The owner is requesting waiver of the
land development process. The Board denied the request for a waiver of the land development process and
stated that they would like a driveway to connect the Bingo Hall and the Buy Rite Liquidator Store. Last month
Mr. Young testified that the BRL Store would provide overflow parking for the Bingo Hall, since it had extra
parking. The Supervisors advised Mr. Fies that his client should submit a sketch land development plan to the
Planning Commission.
TREASURER’S REPORT
A motion was made by Claude Beaver, seconded by Robert Kopfer, to approve the May 2006 Treasurer’s
Report and approve the May 2006 Prepaid Bill List. All members voted, “Aye.” Motion carried.
A motion was made by Claude Beaver, seconded by Robert Kopfer, to appoint Berks Earned Income Tax
Bureau as the collector of the Emergency Services Tax. All members voted, "Aye." Motion carried.
PARK & RECREATION
Bleachers
A motion was made by Claude Beaver, seconded by Robert Kopfer, to authorize the purchase of two, 27 foot
long, 3 row high galvanized steel under structure with aluminum plank bleachers from Epic Soccer in the amount
of $1,125.99. All members voted, "Aye." Motion carried.
Slide
A motion was made by Claude Beaver, seconded by Robert Kopfer, to authorize the purchase of a 2 foot
replacement slide for the Cornerstone Tot Lot at a cost of $575.76. All members voted, "Aye." Motion carried.
The slide was damaged by vandals.
Rubber Tire Mulch
A motion was made by Claude Beaver, seconded by Robert Kopfer, to authorize the purchase of 7 tons of
black rubber tire mulch from Bishop Wood Products in the amount of $2,050.00 for the Cornerstone Tot Lot. All
members voted, "Aye." Motion carried.
EMERGENCY MANAGEMENT
NIMS
A motion was made by Claude Beaver, seconded by Robert Kopfer, to appoint Rita Agnetti as the Township
employee assigned to track employee training compliance with the NIMS protocol. All members voted, "Aye."
Motion carried.
Roy Timpe commented that he is concerned that this NIMS mandate will make it hard for responders to meet
the certification requirements that the Federal Government sets and will eventually eliminate volunteer fire
companies.
The Board also instructed the secretary to resubmit the emergency manager coordinator's appointment
paperwork to Harrisburg, since the Governor has not appointed a coordinator for the Township.
NEW AND OLD BUSINESS
Codification – Tabled
Zoning Hearing Board Alternate
A motion was made by Claude Beaver, seconded by Robert Kopfer, to send a letter to Alexandra Semion
thanking her for her interest in the Zoning Hearing Board Alternate position but regretfully the successful
candidate must reside in the Township. All members voted, "Aye." Motion carried.
A motion was made by Claude Beaver, seconded by Robert Kopfer, to appoint Bruce Major to the position of
Zoning Hearing Board Alternate with a term expiring on 12/31/2008. All members voted, "Aye." Motion carried.
The Solicitor will prepare a resolution for the appointment.
Humane Society
A motion was made by Claude Beaver, seconded by Robert Kopfer, to make a donation of $250.00 to the
Humane Society. All members voted, "Aye." Motion carried.
Personnel Appointments
A motion was made by Claude Beaver, seconded by Robert Kopfer, to appoint Rita Agnetti to the position of
Zoning Secretary/Receptionist/Clerk Typist with an hourly rate in accordance with the Union Contract. All
members voted, "Aye." Motion carried.
Traffic Study
A motion was made by Robert Kopfer, seconded by Claude Beaver, authorizing the Engineer to perform a
traffic study on the intersection of Hoch and East Wesner Roads to determine if a stop sign may be placed at the
Park exit and to change the stop sign on Hoch Road to a Stop – Right Turn Keep Moving. All members voted,
"Aye." Motion carried.
Executive Session – 9:50 P.M. to 11:25 P.M. for personnel, real estate and litigation issues
2006 Road Bids
A motion was made by Claude Beaver, seconded by Robert Kopfer, to award the 2006 Road Bid to EJB
Paving for sections 4a, 5a, 6a, 7a and 7d with the rest of the items not awarded and the understanding that the
Township road crew will complete earthwork. All members voted, "Aye." Motion carried.
Personnel
A motion was made by Claude Beaver, seconded by Robert Kopfer, to authorize the Solicitor to spend time
billable up to $2,500.00 to pursue research discussed in executive session regarding Regina Sanders and report
his findings back to the Board. All members voted, "Aye." Motion carried.
Real Estate
A motion was made by Claude Beaver, seconded by Robert Kopfer, to authorize the Solicitor to bid at public
auction on real estate up to the amount decided on in executive session. All members voted, "Aye." Motion
carried.
Sound System
The secretary reported that she is in the process of obtaining three quotes for a sound system for the
meeting room.
Since there was no further business, a motion was made by Robert Kopfer, seconded by Claude Beaver, to
adjourn the June 8, 2006 meeting of the Maidencreek Township Board of Supervisors. All members voted,
“Aye.” Motion carried. Meeting adjourned at 11:30 P.M.
